Roof access.

Notice the ladder at the top of this building, which you can get to by crawling out of the window. How would you like to have to do that?

    I also see some handles on the window frame to access the ladder.
    What are the vertical black lines on either side of the window at the top? Same with the house next to it. Were they for awnings at one time?

      I didn’t even notice those handles. Those vertical black lines are probably structural, since they are where ceiling meets floor. Think of structural engineering circa 1700.
